The Western Region Homeland Security Advisory Council is one of 5 such organizations created across the Commonwealth of Massachusetts in 2004.
The Executive Office of Public Safety and Security (EOPSS) pioneered statewide coordination of federal Homeland Security funds at a regional level, rather than individual grants to municipalities.
The Council includes broad representation from large cities, small towns, urban and suburban areas.
Appointees are recommended through professional associations including the following "10 Core Disciplines":

- Public Health
- Emergency Management
- Public Safety Communications
- Emergency Medical Services
- Regional Transit
- Public Works
